full meme idea inspired by a fanfic.

have a command like /noresta that the room leader can use to toggle if resta is allowed in the room or not.

this actually requires us to handle tech packets first and simply not broadcast the packet to other clients.

this will lead to some minor visual desyncs like players looking like they received resta on the caster's screen but not on the "receiver"'s screen (basically psychowand desync).
